The operating principle

Cite-or-Silent.

Every output is grounded in your actual knowledge base — or the system says nothing at all. No hallucinated confidence. No filler to fill a word count. If BLOS cannot cite it, BLOS does not say it.

This is enforced at the orchestration layer — not as a prompt instruction, but as a structural constraint wired into every agent's output path. It is why BLOS scales without getting sloppy.
